The race/color thing was purely incidental. Walter originally wasn't going to be the black ranger but Austin and him had great chemistry and in original show Black and Red were friends so Walter asked to be the Black one so they could have more scenes together.

Thuy Trang was actually a fairly last minute replacement for the original Yellow who dropped out after the pilot.

The original was a risk. They tried to pitch Sentai to western networks for years. It was a product of its time, even if it was just a shoddy adaptation of a foreign product.
