Absolutely hell I'd argue voice actors tend to be better actors since they focus more than just looking good onscreen. I feel there is more variety in what a voice actor can do than a screen actor.

I think the problem with most games in terms of voice acting is that you might have an actor like Kiefer doing a voice and giving a good performance, but then you have this guy who has been doing cartoon voices and he's doing a cartoon voice in that same game. So you get this weird combination of realistic acting and over the top acting and they really don't fit. And also there's a shit ton of people who give realistic portrayal, but they haven't done voice acting so it sounds like the actor is just reading the script and not giving an actual performance.
