That's the beauty of Zootopia, you can interpret the movie any way you want.

I think this is true. The moral of the story has nothing to do with race or anything (which doesn't really translate very well when, for example, the only thing elephants and foxes have in common on a taxonomic scale is that they're both mammals), but just prejudice in general. It's a message that's meant to be understandable by people of any age, and kids don't really give a shit about race.

But the main prejudice of the movie (a bunny wouldn't make a good cop) is 100% true. If she had to arrest a fox, never mind a fucking polar bear, she'd be completely screwed.

Judy was overly-optimistic at the beginning of the movie, and was setting herself up for failure by believing that she could do the same job (if not better) as any other larger mammal in the precinct. While she did eventually prove herself capable in the end, it wasn't nearly in the way she expected, and it was also only after Nick made her realize who she really was, instead of her ideal self.

But yeah, she'd be in pretty deep trouble if she tried to arrest a large mammal without caving their jaw in.

But then actually the movie DID show they needed little police officers, since no one else could have followed that guy into the minature mouse section of Zootopia.

But instead of assigning her to police that, they just have her at the end riding around the normal sized parts.

Who's to say she doesn't police both areas? I mean, she was around the same areas as a meter maid, and then went into Little Rodentia when the time called for it. It's entirely plausible she still does the same thing.
