We don't know the intention's of Ed Harris yet except for (for the first episode) whatever was inside the scalp of the card dealer. As for the bullets we don't really have details of how they work exactly but what we do know is that they are non-lethal to humans and "Lethal" to the hosts. Either by having tech in the gun that can detect whether the target is human or host and fire the corresponding bullet, or firing a sort of powder bullet that does nothing to humans (i.e. Ed Harris) but when a Host gets hit by one they react as if they have been shot via an internal system that produces a hole and bleeds. This makes the bullet not cause as much damage as if it were real saving them money. So if a human shot a human, it'd be less than an airsoft gun. If a human shot a host, it'd be columbine mode. If a Host shot a human, it'd be the same as a human shooting a human. Clear thing up?
