Why would someone go after such a specific niche and force a competition they might lose when they could just use the same technology to make their own Medieval World, Samurai World or whatever they know people would go for? He's fully aware of how lifelike the bots have become, that they are only different from people because we tell ourselves that, and you could put them out on the streets and they'd pass for real human beans.

His conversation with Dolores and him deleting it afterwards shows his internal struggle between doing what he believes is right and doing what's in the interest of the company. The show actually has a lot more depth than a cliché character arc of going from good to bad if you allow yourself to see it.
