Ford believes the guest are the key to evolving the Park through interaction. Though the reveries in conjunction with the Bicameral mind programming pushes Delores' narrative further without guest intervention.

So TL;DR
The reveries mixed with the Bicameral mind programming could produce sentience. To what happens to Arnold is anyone's guess
