I've been working for state administration in Europe for 10 years and worked in EU commission as well. It is incredibly easy to negotiate there as Europeans either avoid conflict as much as possible, or simply pretend to politely ignore each other.
USA can deal with us without being too skilled. Even Hillary could have done it pretty good. Heck, most average CEO's could be presidents if they dealt with Europe only.
