Besides speed skating, what winter sport would benefit from doping? You don't need big muscles to do any of these sports, except maybe hockey but being half a second slower than the guy on the other team isn't going to lose you a game.
Anybody who is caught doping needs to be banned for life from the Olympics and all of their previous medals stripped.

almost all of them. people don't dope to build big muscles, usually, they use it to recover from injuries so they can train harder/more
