If you ask me a 16 year old is old enough to fully comprehend right from wrong. If they truly don't and still commit atrocities then execute them because they are too dangerous to the people around them or imprison them. Not rocket science. The girls father wanted her to off herself, was on probation as it was for unrelated offenses AND several officials recommended mental health treatment her father refused (instead he gave her a gun). The only reason she became a shooter is her own father despised her and no one else in the world was ever on her side
