I had to live in Detroit for a year and let me tell you its not a place for the weak. The 1st night the neighbors car got broken into and he told me that was the 3rd time that month. Man, my time on that block, 3 fires, I pulled a gun on 2 pitbulls, pulled a gun at the gas station cause I was about to get robbed, One street over there was gun fire all the time, shit was just crazy. I was the only cracker for miles and I survived so I guess it wasn't too bad. people stayed away from me and gave me the "what the fuck you doing over here" look. Just stay away from Detroit cause that shit is a hell hole.

I think there is an opportunity for a group of people to get together and create a community for less money.
Several dozen individuals buy houses next to each other for next to nothing. Fix those houses up and then surround them with a good fence. Then they take turns patrolling the perimeter of the fence so everyone is safe.
Everyone one would be armed and get firearms training.
Perhaps they could all be ex military members and they could get help with the costs.
So if you had two dozen families, all heavily armed and ready for action, they could live there relatively risk free.
OR ... you tear down a bunch of crappy houses and replace them with new apartment buildings that are designed to be more secure and patrol around those.
