Neither will acknowledge that they both want the same thing - clean streets, but bicker about who it is that should do the cleaning. I know this may seem like it doesn't answer your question OP, but I will make the claim that it does.
The result is that the US has a culture of fixing the blame, not fixing the problem. Nothing gets done, and no improvement can be had, because in order to improve something, the problem must first have a culprit, a scapegoat, someone who's the enemy. After the enemy has been found, all energy will go into trying to threaten, shout and hate the enemy into fixing the problem, which of course never works because persuasion doesn't work like that.
