Lets just play this out in hypotheticals. Lets say starting tomorrow I have the funds to do research into the viability of this systen. Lets null religion (it is a hindrance in politics). Say this research could pull popular vote to support it. Would you agree to the idea that pre-screening and licensing would need to be implemented?

An additional point, I believe, is that the whole child protection business is a mass of self-serving, self-perpetuating agencies who have a vested interest in the status quo. From the first whiff of "molestation" (the horror, the horror!), everybody in the families becomes enmeshed in a lifetime of legal and emotional trauma. Law enforcement, CPS, "counselors", lawyers, judges, correctional officers, parole departments, etc., etc., all line up with to get their share of the taxpayers' earnings. Sure. I would need to look at the data to make sure we don't have the usual chaff for the replication crisis here. To be honest I would consider such research results to be very surprising, there is simply no plausible causal link.

Complete abolition of age of consent, in short dropping of all punishment for "sexual abuse" of children and all related crimes. To forestall the protest here I believe current laws about neglect and violent abuse are enough to cover cases of mistreatment, and in fact are sometimes abused so the standards for those should also be raised.
More importantly it is necessary to change public opinion about the issue to stop irrational fear and hatred about sexual contact, this change is not possible to obtain by law, but it has happened in the past, most obviously with gays.

I think we can start by pushing back on the hysteria when we encounter it. There's an incredible amount of false information about this, fed by our sensationalist media and opportunistic politicians. We don't need to "defend molesters", just educate ourselves and others about the true facts. Sex offenders have the second LOWEST re-arrest rates (after murder), not the highest as is commonly believed. And numerous studies have shown that, far from being invariably tragic to victims, most encounters in childhood are reported to be either benign or even beneficial by the "victims" in later years. Critics of those studies don't refute their findings, but fault them because they don't align with the commonly accepted narrative.
