It's fundamentally different. If cities CHOOSE to pass laws that do something and then they fund it themselves, yes, it's perfectly fine. If they want to pass laws to enforce immigration, then they can do that. If they want to pass laws that require further restrictions on guns they can do that as well.
Cities aren't in charge of setting up roadblocks to check for fruit contraband either, so they shouldn't be FORCED to do it because you want them too. You can fuck off.

Sure I do. Local law enforcement tends to only enforce federal law when their interests overlap. Federal laws are the jurisdiction of the federal government, and forcing a state or the local police to enforce federal law has been ruled unconstitutional by the Supreme Court because it is an unfunded mandate. Granted, this mostly applies to laws like immigration because you have to sue over these things to make it advance in the courts, so smaller unfunded mandates don't tend to be challenged.
