I could really go into detail but to keep it simple just use various items to create a shroud to limit the amount of light reflecting on the lense. Lens flare will get you caught quickly.

The trouble with GoPros is the big lens, which is hard to hide. A good quality 720p 808 takes pretty decent video, because most of the time poor compression is more of a problem than lack of resolution. Those would be my go-to suggestion.

Beyond that you can look at RPis, commecial IP camera boards and there's a spy cam that's based on a Matecam X1 action cam (GoPro knockoff) that comes with a pinhole lens and an extended camera ribbon cable.

The only thing you really need is a tiny hole for the lens, and someone would have to be extremely suspicious to notice it. Most people would just think it's a LED.

By the way, I would recommend against RPi cameras. I've built one with audio recording, night vision and internet access, and that was by far the hardest spy cam project I've ever done. All things considered I probably sunk 100 hours into it until it worked like I wanted it to.
