The former usually applies to those bottom tier on the pay scale since it works in their favor to not work and reap the handout rather than work and pay taxes for others. The latter (work less) is oft for the top tier (or middle to high class). Since their work will not net them the same reward. i.e. it's better for them to take home 50% of $200k ($100k) instead of only 10% of $500k ($50k).

Some people quit work due to feelings of disenfranchisement, but that can be true of any economic model. It's not inherently part of the reason socialism fails.
