Dude, don't. Just, don't. You are not equipped to handle this situation and you are going to embarrass yourself in front of her and your high school.
There are a lot of services that deliver things like balloons, etc. Sometimes they're even run through school clubs, etc.
But take my advice - Valentine's is for people who are already together, not the time to make your first romantic move in front of other people.
Just get to know her first. That's the biggest problem inexperienced guys make - thinking there is some magical move they can make, some thing they can say, to win a girl over instantly. That's just in the movies.
