It would be stupidly expensive so of course nobody's done it. Probably the closest thing to what you're asking for is Time Gal. There's a lot of anime styled games on systems of the era, though, especially Japanese only releases on the SFC, PC-98 and PC-Engine.
Emphasis on shading and just styles of the day being more detailed than what we have now. Digitization allows for animators today to cut a lot of corners to save money, so even if the source material like a manga for instance looks really good, an anime adaptation will look worse almost every time because they're taking shortcuts to spare the budget.

The west made cuphead emulating 30s animation, it's just Japan being too lazy to do 80s-90s anime at this point.
I was watching Akira the other day and thought, "Holy shit, there's so much life and fluidity in the animation". Despite being made in the 80s it seemed to be much more animated compared to modern-day stuff. Something like a Makoto Shinkai film in comparison feels like a series of still images. Things are prettier and cleaner, but also stiff and more lifeless.
Or they just don't care about that specific time period of animation. You do because the 80s and 90s is when anime started coming over to the west in larger quantities, so you perceive it as the "classic" style, when to any Japanese person it's just another way the cartoons looked. No different from how there's no outcry for games that look like the 90s x-men cartoon and other similar shows.
