20% or more for nicer restaurants where they explain where the food is sourced, how the food is prepared, what foods/drinks pair well with your meal, in what order the meal is best served, making recommendations based on what you're ordering, explaining the dish as it's served, and making sure your glass is never empty. Basically someone who knows the food they're serving, they obviously have a commitment to giving you better service than just asking how your meal is 2 bites in.

I am probably far more well-traveled than you, and I can tell you that countries with a living standard far beyond that of the US have proper wages for waiters and tips are given for exemplary service. Tips are super important and holy hell do I work for them. I understand that there should be a relationship toward the customer and the server to get some sort of tip, but you are coming off as a huge asshole if I give you that extra service and you decide to be cheap.

The difficulty I see with being honest about wages is that I don't think most businesses have any incentive or pressure to do so, making straight up not tipping seem like the only option. Career bartenders I've known come in two flavors. The ones who work in corner joints, and the ones who keep going upward into better establishments, where they wear a white shirt and know how to make high-end drinks. Either in clubs, or hotels, or nice eating spots. They make pretty good money. People who pay nine bucks for a half-decent Scotch usually leave a few bucks.
