I'm not American, and I do volunteer in a hospital. However, sometimes the best way to help is to raise awareness. This is a very serious issue, and it has both social and economical consequences.
The same way Cred Forums modified the narrative for the American 2016 election, we can do the same now. We can pressure politicians into caring for mentally ill people, we can make business to spend as much money on mental health care as they do on LGBT issues, and we can raise awareness so that it is easier for mentally ill people to talk about their problems in public and attend a therapist without feeling rejection.

Depending on what they have, they can sometimes. Some people can't help themselves, and we need to be understanding, but that's not an excuse if someone treats you like shit. You can have a mental illness and be a horrible person too.

It's not that they're rights are being denied, it's that they have difficulties getting these rights because of their mental illness. Among the things that can help someone with a mental disease are (I'm not an expert about this in any way):
-Less prejudices and taboo about their mental disease: If you have some kind of anxiety or depression it can be very helpful to talk about it with people, but that's difficult if you feel ashamed about it and, besides that, you know people won't understand, will think you're crazy, etc.
If you have something like skizophrenia, people will literally treat you as a murderer and will think that you enjoy torturing people, but in reality skizophrenic people have moral values, just like the rest of society.
-Make it easy for them to find jobs and get help from professionals: This might seem weird, but making it easier for them to adapt themselves in society has a lot of economical implications. Many talented people lose their jobs because they can't do it with their illness, and if a proportion of these people were able to work again, that would have an enormous impact on the economy.
-Access to some meds that are being currently blocked in some countries. Even though they are helpful, some meds have been banned for political reasons (some of them are derivative products of some drugs and they have been blocked in an attempt to win the drug war, with complete disregard of mentally ill people's needs)
-If you work in a business, you can easily get fired if you have some mental illness, even if you can't for a physical disease. Sometimes, mentally sound people get fired too when their boss hears about their family having mental diseases, because it can be passed down in the genes, and bosses don't want an employee who might get sick in the future
-etc.
