The reason for the delay in Japanese response after Hiroshima was that the destruction was so complete no communication was coming from there, and the Imperial Army leadership refused to believe such a thing was possible. There was still acrimonious debate in the Army after Nakasaki, and Hirohito took it upon himself to announce the surrender -- but not before a B-29 raid foiled a plan by junior Army officers to kidnap the Emperor to prevent it.
