An average person could own land here a generation ago, but now Russians, Chinese, and pretty much everyone else buys up all the properties because fucking Hollywood and now nobody who actually lives here can afford shit. the things that are VAT free are, meat frsh or frozen, fish (unprocessed) so a fish filet implies VAT, eggs, books and other publications (magazines, newspapers), medicine (but you know hospitals will charge 16%vat anyways)
also you pay taxes for owning a property, for renting the property,for owning a car, for renting the car or using it as a service car (taxi or digital plataforms), taxes for using the roads (wich are in deplorable state)
and finally min wage on mexico is nonsense (around 6.52 dollars)

No, that's not correct. Foreign people and corporations can own land in Mexico in their own names so long as it's not within (I forget whether it's 50km or 100km) of the sea and land borders. They can also own that protected land through a fideicomiso (bank trust), by which a bank owns the property in trust for the foreigner.
That leasing business is an old story that goes back to Jack Smith and "God and Mr Gomez". That approach was changed in the 1980s with Carlos Salinas de Gortari.
