It’s not people going out there to whip their dick out, it’s more of a weird hippy lifestyle sort of thing.
It’s people who prefer to be naked for personal reasons relating to modern spirituality and health and shit. And there are definitely some people there just to show off or see naked people but the majority of nudists are just sorta weird people.
I say this as someone who lives close to a local nudist community and beach, and has been acquaintances and friends with many of the members since young childhood.
You pop a stiffy on the beach, you’re expected to cover up or leave. Make a comment on a persons body or anything and people will outright kick your ass out, if not literally kick your ass on the way.

There are more sexually oriented nudist communities but they are very private, you’d be best tracking one down on hipforums or something.
Your average nude beach, if it’s adults only, it’s going to be mainly naked old people and couples, they’re very quiet places and activities at the beach are oriented around old people.
If it’s a family nude beach you’re gonna see a normal public beach but with naked people everywhere, nothing else really changes. But at either type of place there is a distinct separation of nudity and sexuality.
