Like I said, I’ve been programming for years, the FBI/homeland security is not limited at all. But you’re right, low level threats are not a bother to them. Hell, people have gotten away with downloading it for years because in theory it is possible if you take the extreme measures, like leaving the country, disposable computer, encrypted hard drive, etc.. but even then it’s not worth it man. It really is not worth it.
