Same reason the stupid bastards don’t have single-payer healthcare and get fours days’ paid holiday every year.

What’s really wonky is when a restaurant has a courtesy charge and adds the tip into your bill, but they don’t make it very well known and you double tip unbeknownst to you. Of course this does go back on the customer ultimately, because they should’ve read the fine print on the receipt. Still pretty cunning of said restaurants though.

Tipping isn't needed.
If nobody tips, they get the advertised (usually minimum or living wage).
If someone does tip, they still get at least their advertised wage and the potential to earn way more.

If someone gets tips, their boss can give them less than minimum wage which is around $2 only as long as the total tips they get raise the wages from $2 to the minimum or living wage.

Clarification: The lowest their boss can give is around $2, the minimum wage is not $2.

Tipping started as an extra reward for excellent service then evolved into an expected thing. When the latter happened, employers realized that they were paying basically non-skilled labor way too much for what they did, so they cut their salary to the least they could and let the tips make up the difference.

I've never tipped in my entire life. One time I was called out by a waitress who caught the bill on the table before I was out the door. I told her that slow service, mediocre food, a total lack of eye contact, and an inability to stay off of your phone for ten seconds did not deserve a tip. Everyone who heard me looked at me like I was the devil himself. What, is it considered good manners to give people free money for being bad at their job? Not in my America.

Being in the restaraunt business is lucritive if you know how to play the game.
Normally, the contract is this: if the waiter/waistress gets over a certain amount at the end of the week in tips, the employer gets to pay them $2.50 /hr and the service person gets to keep the tips.

But if at the end of the week, the tips don't add up to meet the contract, say they need to make $500 in tips by the end of the week, but it was a slow week and you only got $100 in tips. The employer makes up the difference, paying the employer the extra $400.

The game. Do not report the tips. That's why they prefer cash over credit cards. They can pocket cash tips without it ever being recorded. So when you do make like $500 in tips for the week, but report that you only made $50 in tips, the employer makes up the difference, and you get paid $450 + the money you pocketed in cash. So you basically made $1000 in 5 days.

Tipping rewards excellent service. Servers know the regulars who tip well and treat them like kings. You get service above and beyond, you get great tips. But, if you give shit service, you get shit tips...or none at all. This ultimately gives the customer control over the service. Lousy servers wash out and find other work. Great servers get paid well.

The people who dislike tipping are generally selfish, immature people who want handouts themselves. Stiffing a server who worked hard doesn't bother these people. They are the ones who will get the bare minimum service next time.

That never occurs to them. They don't go out enough to know these facts.

We once had a friend from the US here (Germany) and went to a discount shop for some groceries. He was shocked how fresh, good and cheap everything was. We didn't even show him the normal people supermarket. The one we went is for trash and cheap alcohol.
