Specifically, Hiro asked for users to make "Regulations" for a sticky, presumably like the ones over on Cred Forums. What regulations would you like to see?
Personally, I would like the ability to spoiler comic panels/pages that feature NSFW images, like Cred Forums is allowed to. Currently if you tried to storytime Doom Patrol, for instance, Rhea's exposed nipples would get you banned, even though it's non-pornographic nudity.
Once we have an agreed upon list of regulations, we can take them to /qa/ for Hiro.

We are in desperate need of a sister board at this point.
Consider this: currently, Cred Forums has /h/, /m/, /c/, /jp/ and a number of other subboards to divide up anime and Japanese culture topics.
Cred Forums has..... /aco/. And the mods fought against that board for years. It is somewhat ridiculous that a board on an English website resists the notion of outlets for discussing western culture.
If you look at the current thread breakdown on Cred Forums, it becomes clear that there are a couple of different groups: the Generals culture, who largely post about one or two ongoing series (Loud House, Steven Universe, etc), Big Two superhero fans, who discuss their characters across multiple mediums, and what I'd call "core Cred Forums," which is everything else- Disney, normal cartoon discussion, animation, indie and web comics, etc.
/cape/ seems like a very natural split for the board, allowing superhero content of all types to thrive while clearing up a great deal of Cred Forums. This split is analogous to /m/ and Cred Forums- although mecha anime is still on-topic on Cred Forums, /m/ is where it goes to be discussed in depth. This would also solve a commonly-cited on /qa/ issue with Cred Forums of too many superhero threads, as well as allowing superhero game threads a permanent home.
