There's a lot of plot threads/gags going on at once, like last season, but basically they use the "sitting out the American National Anthem" controversy to lead into a C-plot about J.J. Abrams rebooting the anthem, which leads to mention of nostalgia, which leads into this subplot about a "superfood" (think goji berries) that represent middle America's obsession with nostalgia. This ties back into the overarching political parody because the berries eventually turn sour, trying to make Randy nostalgic for Reagan's America, i.e. the Trump platform.

I think rebooting just ties into the larger idea of nostalgia in general and looking back on the past fondly. People thinking and longing for things they remember, for good or bad and quality aside.
