I think it's more likely to be tied to the election and Garrison's (Trump's) popularity. The 'member berries are evoking nostalgia, but also clearly like a drug people don't know when to stop, so they start romanticising even the darker parts of the past because the berries encourage them to do so (which Garrison's campaign is built on - 'member no Mexicans?). I wouldn't be surprised if someone was trying to get everyone addicted to 'member berries to ensure he wins.
