That's actually ridiculous for many reasons. There's more violence in television than ever, and it's not the demographics being targeted by cartoons (kids) doing the school shootings. The Columbine guys did nothing but play Doom. Rather than providing catharsis, it just made them want to play Doom irl. It actually nurtures violent thoughts. I seem to recall studies done on this, but I can't be fucked to put any effort into looking for them so I'll just take the L if no one believes me.

Alternatively societies that don't indulge fantasies often have higher rates of violence. For example societies with higher porn consumption tend to have lower rates of rape. Try as we might to deny it we're basically animals and we have animal instincts and urges. Having healthy outlets for those urges can make a healthier society.

And the increase in aggression is short term not long term and not necessarily related to any sorts of crime. Erroneous thinking like this is why we need more than just assumptions to back things up, user.

It happens because kids are no longer allowed to use violence or aggression to solve problems. They are expected to stay passive and just wait things out. At one point in time, you just punched the fuck out of a bully and got detention or maybe a 1 day suspension. Now just making threats, even if they are justified, can get you expelled. Boys get put on dangerous pills for "rowdy" behaviors. Most competitive sports are being phased out of schools due to the "violence" they can lead to. All of the more healthy outlets that could have been used to vent out anger are being taken away.

Aku WAS conquering the world while Jack was out, he dominated Japan, he attacked Europe on the ancient past by the Viking episode. Aku probably conquered Earth many, many centuries before Jack poping out of the time portal.

If PPG, Dexter and Samurai Jack share the same world - and this is actually pretty likely - it is on an alternate timeline where Aku isnt around anymore.
