I know most people won't like the hear this, but: Grayson was full of wasted potential.
Spyral was a spy agency full of characters that were either forgotten or couldn't exist anymore for one reason or another: continuity fuck-up, character being tacky, whatever.
But Grayson never explored this to reintroduce DC's dead and forgotten characters.
In the very first issues The Hood was sidelined to never show up again and he was pretty entertaining in Batman Inc. to boot. Kathy Kane, Batwoman, stopped appearing and later she had her past retconned to be a mere puppet villain.
Instead the comic focused sorely on Dick, Tiger and Helena, with a bit of Midnighter. I loved the appearances of the Wildstorm characters, but again... too little was done with it.
I'm sorry, but Grayson disappointed me.
The book is a disappointment to me, too, but I don't blame that on the creative team or the book itself. I wanted more of Dick, more of Tiger more of Helena, and more of Midnighter. But I also wanted more of everything else. Grayson was planned to be a 50-issue story, but I could've read 100 without being satisfied. Because I wanted so much of the book, I don't hesitate to call it a "10/10" book, at least up until #17 at which point the original team was gone. Although, Annual #3 was really, really fun.
The comic book industry is the way it is, and Grayson wasn't going to change it. Seeley and King and Janin, they all tried, but it just wasn't meant to be.
The best part of the current Nightwing run is that Seeley is just having fun shitting on Nightwing while making Dick just as great as he was in Grayson, and I can only enjoy it so much because I've read Grayson.

I think that was partially the problem. They should have taken the opportunity to introduce more characters, even if just to have them as background characters.
Spyral in Batman, Inc seemed like this crazy and vibrant environment, but in Grayson the place is almost empty.

The first "season" consisting of #1-8 was meant to be a character reinvigoration for Dick
"Season" Two, #9-14, was used to bring in some of those more obscure/underused characters and do some cool spy stuff with them.
Then have season start the Spyral conflict. Keep the weird spy-fi vibes going. Have the not!Kathy Kane be that Mother figure Dick to counterract the old man harem he's built over the years.
Then with deal with the Robin War fallout and the Owls. Maybe even use not!Kathy for that.
Have Dick go freelance for a bit and come then come back to Spyral for the 'war'

Bringing Dick and Ollie into the Birds of Prey book for an arc would actually be really fun. Dick hasn't interacted much with Ollie or Dinah, and Ollie with Babs and obviously Helena, so it'll be really interesting if they focus on character interactions.
It should also free up Helena to show up in Seeley's Nightwing, which is good.

I really wish it would have gone on as the status quo for Dick for the foreseeable future. I loved it as it was, but like you said Spyral could have been any other generic spy agency or the DEO since they barely used the actual idea of Spyral. Think of the places it could have gone if it went on for a few more years.
Jonah Hex was kept alive for over a hundred issues just because of how good it was despite selling like crap, surely Grayson which was selling at least twice as well most of the time could of been kept around.

Why would anyone be talking about B&R as if it came out yesterday when it came out years ago? After spending time posting about Nightwing #5 just last week, what more can one say?
I think it's more about what people want out of Dick's stories. It isn't just shipping, because Dick is defined by his relationships. Be it either Dick x Kory, Dick x Babs or Dick x Bruce, Dick x Damian, Dick x Superman. His relationships gives us an idea where the story might go.
If a writer focus on Dick x Bruce, we know that we will either have an arc where they bond as father x son/brother x brother, or an arc where Dick deals with the ideal of living up to Bruce and honoring him.
If a writer focus on Dick x Babs, we know that we will have an arc where Dick will deal with his past and the feelings of bittersweet nostalgia that comes with it because he and Babs never had the chance to see where they might have gone together, how their lives might have been if they decided to stick together and so on.
If a writer focus on Dick x Kory, we know that we will have an arc that deals with future possibilities and the Teen Titans, with the notion of herodom and leadership weighting heavily on his shoulders, as well as his relationship with Kory, because of where that might lead him, and how his friends, Kory, the world, count on him.
