The Monarch is a pretty good boss, once you get past the 'faceless goon' stage. You just have to recognize what fights you fight, and what fights you avoid.
Try and get on a first name basis with Brock Samson during the more casual meetups with Venture. If he knows you, chances are good he will just break your legs instead of killing you dead.
