Because she was super messed up and wanted a private prisoner to abuse and torture, after having been a prisoner herself for so long. It wasn't really "self-sacrifice" as fusing actually put Steven and CG in huge risk, if she'd have lost control of the fusion it'd have been awful, but with her powers and the CG right there she could have easily just waterpunched the other gem.
