Yup, that's pretty much the gist of it. Compared with Season 19, where each episode generally covered a singular theme and it was more of that a part of each episode stuck around to make a full story, Season 20 seems to be taking the more standard approach of making a singular story and fitting it's themes in wherever serves the story the most.

Which I, so far, don't like. It's not as impressive, it makes a lot of dull moments because the story comes before the satire, and you have to watch the whole series for any episodes to really make sense.
