To be honest this is a challenge but most characters don't need an arc. Huge ensemble comics don't give big arcs to every character. They don't need to. Give an arc to Iron Man, Tony, maybe Thor or a couple others and make the arcs develop together, everyone else just needs to show up for a couple scenes.
