I browsed /r9k/ pretty frequently around the time that POO POO PEE PEE became a meme and I can explain the reasoning behind it pretty well and how it's gotten to this point. We have to start from the beginning though.
So before all this, the original incarnation of Pepe was "feels good man". It was the unaltered image of him taken from Boy's Club and was pretty popular back in Cred Forums's older day, though there are still older memes that have virtually died out (probably for the best as they feel pretty outdated now).
This then turned into "Feels bad man" or "Sad Frog" which became much more popular than the original. Because of /r9k/'s self-loathing and depressing attitude, Sad Frog was a popular meme there, on par with Wojak, though Wojak still represented the boards nature more.
Eventually Reddit started using sad frog and making their shitty memes with him, and this infuriated /r9k/, so they tried to take him back with the POO POO PEE PEE memes and spammed Reddit with them. Rare Pepes also became a meme at this time (somewhat ironically). Smug Pepe evolved while this was going on and there became a duality within /r9k/. Wojak came to represent it's depressing and self-loathing nature while Pepe represented it's psychotic and angry nature (REEEEEE).
Smug Pepe eventually caught on with Cred Forums (probably due to high Cred Forums and /r9k/ crossover) and this eventually evolved into Kek and has culminated with everything else going on right now.
