It's not green screen, it's a borked video feed. It loses the majority of the picture and so the first few rows of pixels at the top of the screen repeat themselves. You can see the top of Hillary's hair repeated down to the bottom of the screen. It looks like she vanished because the vertical stripes of the flag are basically unaffected, because the glitch is a vertical effect.
