In some places, not so much. There are a lot of issues in the Dust Bowl region. Spent a term studying just this, and there is still much more for me to learn. It seems the conclusion is that the only thing worth doing with the land there is pasture and carefully managed grazing, as with cattle. A ridiculous amount of topsoil was lost, in some cases up to 75% in the worst areas.

Without topsoil you are basically growing in little more than pulverized, weathered rock and your potential productivity goes to absolute shit while we see actual productivity artificially inflated with a ton of fertilizer, which is what can be seen in greater stretches of farmland by the year. The big takeaway is it takes roughly 1000 years to generate an inch of topsoil, so long as it is being properly maintained. Shortsighted profit driven laziness cares not for properly maintaining the land for future inheritors of the land.
