Well this is because Russia has been smart with aircraft design. Mainly pushing for evolutionary rather than revolutionary. When it came time for the new next generation fighter it's basically just a tarted up Su-27 family fighter. Which made things easy to get right and working early on.
Meanwhile the West but especially the US has been throwing out everything and going clean slate almost with every new plane. The engines are all new designs. The air frame all new. The sensors all new. With the F-35 they then also added new systems like the fucking stupid fueldraulics. Seriously, fuel has a much lower flashpoint than hydraulic fluid does and then you want to put it under pressure and spread it out across the entire aircraft. Yeah the F-35 is going to burn when it takes damage.
Anyway the result of the US approach has been "Oh shit this revolutionary new tech part isnt working quite right. Delay everything while we fix it." and so the F-35 a plane who's program started in the early 90s is getting pushed into early use this year. More than 20 years later. And it's sensors are already out of date.

Not fully true I would say. The PAK-FA is a clean sheet design with a lot of the research going into it being based upon the MFI program of the 1990's which was supposed to succeed the Su-27 and which the outcome was the Su-47. Due to the political and economic climate, Russia couldn't finish the project (not that they would want to as it had its own underlying flaws). Russia does develope its own clean sheet designs but Russia has always been great at cost control. Nor do they try to synchronize all the steps as you said (brand new engine and brand new airframe all at once), so Russia is fine with flying and testing with older engines until the new engines are ready for production. Similar things have been done with the Su-27 which originally flew with AL-21 engines.
You are right about Western aircraft. The US and Europe have much more money readily available. It has always seemed to me that they forgot "necessity is the mother of inventions." Anyhow, as I mentioned before, the US attempts of synchronizing everything comes back here and it hurts the US extremely as seen through the F-35 where tons of money was burned. And as you said at the same time the progress of technology does not stop and some systems become antiquated while the teams struggle to patch up other faults.
