Trump can use Federal law—specifically 8 U.S.C. § 1182(f)—provides:

"Whenever the President finds that the entry of any aliens or of any class of aliens into the United States would be detrimental to the interests of the United States, he may by proclamation, and for such period as he shall deem necessary, suspend the entry of all aliens or any class of aliens as immigrants or nonimmigrants, or impose on the entry of aliens any restrictions he may deem to be appropriate."
It's worth mentioning that Article I, Section 8, Clause 4 empowers Congress, “To establish a uniform Rule of Naturalization.”
Also, Supreme Court already ruled out this: “The power to regulate immigration—an attribute of sovereignty essential to the preservation of any nation—has been entrusted by the Constitution to the political branches of the Federal Government.” back in their 1982 case United States v. Valenzuela-Bernal.
