The DPRK never threatened to use nuclear weapons against Japan. Nuclear weapons are a sacred sword of the Korean People to protect against an imperial invasion by the US. They are weapons of self-defense and deterrence. It worked pretty well. Gaddafi would probably still be in his palace today if he had nuclear weapons. (He agreed to give up his nuclear weapons program in exchange for US aid, the DPRK watched the fate of those trusting the US closely)

The DPRK is already a nation under siege, with half of its territory under US military occupation.
