the second command asks the upstream dhcp server (a home router, in most cases) for a new ip address

the new one you get will almost certainly be the same as your last one for a typical PC user's setup

if you are on a very busy network, you might get a different address..otherwise, this does nothing.

if you are behind a normal home router, the address you get from this command won't be what is logged by websites you go to anyway.

If you didn't hit anyone, or anything, why should you be subject to that? You gave an extreme example. What if someone has a death in the family, goes to the funeral, and has 3-4 beers after its over somewhere with the family, and they drive home. On the way home they get pulled over for a traffic violation (which as an officer you know if you are behind someone long enough they will ALWAYS make a mistake that gives you PC to pull it over) and they blow the exact state limit, which as you know happens after having only a few drinks of any kind. They get slammed with ALL of the above for a simple traffic violation.

The stigma is ridiculous. The punishment doesn't fit the crime. Even if you learn from your mistake it could have already fucked your life over completely which leads to darker paths. I dunno man. the bigger problem is that if the police forces keeps a record of all videos taken (e.g. copies the content from your recorder to a database even when no incidents occur), then you will be uniquely identifiable even if you take all other precautions, so if this is the case, theres no way you can upload videos without being caught, provided they (your superiors) give enough of a shit to figure out who posted it.
