Out last night with my girlfriend and saw two guys screaming at a homeless old (60+) Muslim woman on the street with her crying. Turns out he'd dropped change and she'd picked up one of the quids hoping to keep it and that's why they were kicking off. She shouldn't have done that, but there was something that I found really uncomfortable and wrong about seeing two young men picking on an old homeless women. Never really see that kind of thing were I live too.

There are a few charities that help out with homelessness like Shelter. Most local councils have protocols for that stuff as well. Then you'd start with JSA and take whatever you can get.
A lot of the homeless people you'll see day to day don't even want help. Being homeless is their goal in life. A lot of beggars aren't even homeless, just junkies.
There are options out there for those who want them, it's just that some people enjoy their fixes and other shit more than a basic standard of living.

I'd go dumpster diving for clothes and odd bits of junk with some value. The skips around large shopping centres are always good for stuff like that. Also, I'd scavenge through supermarket skips and bins for food, if there aren't any shelters nearby.
Top priority is waterproof material and warm clothes, plus a backpack of some sort, so you can sleep relatively comfortably, and store your belongings securely (using the bag as a pillow so nobody steals your shit in the night). If you have to, rig up a shelter in the nearest woods, or under motorway overpasses/train tracks. Over the space of a few weeks, you gather enough clothing that you can look relatively presentable if needed. At this point, you use public toilets to wash yourself as best you can, then head to construction/labour businesses and ask around for any cash in hand work. Hell, any work anywhere is good, even paper rounds. If you're going to be wandering the streets anyway, why not get paid for it.
Save the cash you earn from working/pawning your scavenged goods until you have enough to rent a single room in a house-share from somebody for a month, then use this as a base to look for more work.

Homeless people can still claim benefits, even if they have no bank account. They can also go to the council and get emergency accommodation in a hostel, though that seems to be getting harder and harder. If I could get in to a hostel I'd immediately start looking for work, if I couldn't then I'd just buy a tent and a sleeping bag from my bennies, find a nice place to call home for a while and use a river and body wash to keep clean. Use my bennies to buy some cheap but nice clothes too, gotta look respectful. I's also make a point of avoiding all other homeless people, as homeless people are pretty shitty and riddled in drugs.

Because the state cracks down on any socialist revolt. From the Diggers and the Paris Commune to the Naxalites and Zapatistas. But capitalism also was initially repressed by feudalism. The state cracks down on anything that threatens the state. That can be an undercurrent of socialist thought or an individual/group of individuals/business that creates something that threatens the current order.
You can see this in many industries where lobbying has bought about legislation that bans or taxes competition out of existence. Examples being the music industry when the internet became a thing, taxi companies, high street stores vs internet stores etc.
