There are times when the practicalities of the situation outweigh the ideal. When the police don't know whether you're a suspect who would kill them in a heartbeat to get away or a random citizen is one of them.

That's the sacrifice you make to live in an ordered society with the rule of law-- especially in a heterogeneous society with VERY low social trust. If you've really dun nuffin, there are limits to what they can do to you. They can only hold you for so long, they have to give you a phone call etc.

"Shoot to wound/disarm" is a meme. If he did indeed have a gun in his hand, and he survived one bullet, he still could've shot the officers. The whole reason they shot him is because THEY didn't want to be shot. By shooting him multiple times, they took care of the threat.

If you're in a situation where you think "let me just shoot him once so he knows I'm serious," you shouldn't be using deadly force at all. Either you shoot to kill, or you don't fucking shoot them.
