I would normally say that the Western billionaire is superior, as he puts his money into investment for mass consumption, whereas a sultan is spending the money on his own personal consumption.

But that is hardly the case now, considering how the security markets in the US are so bloated without actually producing anything worthwhile (basically, just a glorified casino.)
