Stalin attacked Finland because Leningrad needed a safe zone after the World War II had begun in Europe. At first the Soviet Union asked to exchange territories, but the Finnish govenment refused.

I'd like to see it happen too. It probably won't, as most Americans are too happy with our current system, but balkanization and ethnogenesis would be the best option.
