You have to firmly define the requirements. Obviously nonwhites aren't even considered when it comes to colonial nations.
The UK is mostly Celtic genetically, but they speak Germanic. The US is majority Germanic and speaks Germanic. Ireland has significant Germanic heritage and mostly speaks Germanic, and France has significant Germanic heritage but does not speak Germanic.

While there are many people of overwhelmingly Germanic ancestry who primarily speak English, I believe this is the best option.
