The allies it greenlighted to fund rebels (Turkey, Saudi, Qatar, etc.) did not find their interests exactly the same as the U.S. I don't know if the CIA switched stances, but if it has it has had little effect. On the contrary, the U.S. shuffling its feet has caused the regional allies to shift towards funding more and more hardline islamists.

The Pentagon, on the other hand, could see Plan A was hopeless, so they initiated Plan B, the kurds. This plan however is useless if the U.S. and its allies can't arrive at a unified solution to pursue for Syria. (I think this is one of the things Putin and Assad played well by prioritizing moderate rebels as targets. They are trying to make sure the kurds are the only proxy option for the U.S., which will either cause them to give up or royally screw their relations with Turkey, a more important ally.)

Your worldview is pretty fucked up if you think every faction in Syria is fighting because the USA somehow convinced them to. The US simply is not that powerful- or liked. Even if the US is somewhat responsible, so many other countries are much more involved in funding the proxy war than the US. Iran and Saudi Arabia among others. I adore the idea that the US believes it can turn wars on and off, but the paychecks in the pockets of rebel fighters never came from the US. They got a tiny bit of aid and a handful of weapons, then the US fucked off.

There have been many leaks so far as to the role of the CIA in Syria and they have been minor consultant-type roles for Kurds and the FSA.
