It's called the october surprise for a reason.

Julian Assange doesn't "hold on" to leaks and release them at politically opportune times; he releases them as soon as he receives them with no bias. However, the parties that leak the information in the first place time their leaks carefully. If the Russians (or anyone else) have sensitive information about Hillary, they'll probably wait until October to release it. That will give the news media plenty of time to cover it, but it won't be so early that the voters forget about it, especially if it happens before the last debate... hence the term "October surprise".
