- Leopold II, aware of some atrocities being committed,wrote in a letter of 3 January 1899 to colonel Liebrechts, officer of the Congo Free State that [translated to English, originally in French]: "These horrors must stop or I will retire from Congo. I refuse to let me splash of blood and mud, it is imperative that all cease the abuse.".
