The bill effectively opens up the ability for anyone in the entire world to sue the US for crimes against its people. If the US passes this law, there is nothing stopping other countries from doing so.

Syria could sue the US for drone strikes, as could Yemen.

France could sue the US for the Fast And Furious guns making it into the hands of the Paris attackers.

Egyptians could sue the US for inciting a coup.

The list goes on and on.

prior to obamacare for example, my premiums consistently went up ~10-15% year over year; since the ACA the increases have dropped to something closer to 5%.
