A lot of times people just take a cops word for things because they're cops and that's starting to change.

I'm sure there are a multitude of reasons for racial tensions (slavery, jim crow laws, segregated schools, unequal application of the justice system) that were a problem and in some cases still are.
For example, after the civil war during reconstruction, the government kept federal soldiers in the south to ensure that freed slaves were allowed equal access to the voting booth, but after the late 1870s after they left many Southern states began instituting laws to try and prevent blacks from being able to vote.

If you want a good example just look at the helicopter video of the Tulsa shooting. The guy in the helicopter said something like, wow that looks like a bad dude!

So when a majority white populous fled the inner cities they took their tax dollars with them. So you get rich kids (black and white) in the suburbs with very nice schools, low class size, and better teachers compared to inner cities which don't get as much money, teachers can't spend as much time with each student, etc. And it's also easier to pass a levy in these richer areas when the schools need money for whatever reason compared to the inner cities where they can't afford to pay.
